(BrisbaneTimes) No Minister: 90% of web snoop document censored to stop 'premature unnecessary debate' The federal government has censored approximately 90 per cent of a secret document outlining its controversial plans to snoop on Australians' web surfing, obtained under freedom of information (FoI) laws, out of fear the document could cause "premature unnecessary debate". The government has been consulting with the internet industry over the proposal, which would require ISPs to store certain internet activities of all Australians - regardless of whether they have been suspected of wrongdoing - for law-enforcement agencies to access. The Federal Government's $23.8m ISP-level internet filtering initiative will not block encrypted content or web applications and can be circumvented legally, Communications Minister Stephen Conroy has admitted. In an official response to parliamentary questions on notice released yesterday, Senator Conroy said he had attended an hour-long demonstration of filter circumvention on 5 June 2009. He was shown how to get around the ISP-level filter using free proxy network TOR and Virtual Private Network (VPN) techniques at the Enex TestLab in Victoria. Although Enex expected "technically competent" users to be able to circumvent the filter, Conroy said monitoring circumvention attempts would not be required by the Government. "ISPs will not be required to block circumvention attempts by their customers or end users," he said. read more

Everyone that banks and or buys goods online are knowingly or not having all their actions encrypted making it impossible for either the so called government or ISP's to know what's going on. The Australian Library and Information Association (ALIA) is the latest to join a swathe of groups opposed to the Federal Government’s plans to introduce mandatory ISP-level Internet content filtering. [...] In a statement, the association said Australia needs to take action to ensure that internet users, particularly children, have a safe experience online, but it voiced concern that the policy may give parents a false sense of security and encourage them to reduce their supervision. “As a large proportion of child sexual abuse content is not found on public websites, but in chat-rooms or peer-to-peer networks, we know the proposed filtering regime will not effectively protect children from this objectionable material,” the statement said. “We are concerned that the scope of content to be filtered is too wide. (INFORMATION WEEK) Just as Google's YouTube rolled out a Safe Mode setting to help users block objectionable content, Google Australia took a stand against censorship. The company has rejected a call by Australian communications minister Stephen Conroy to voluntarily censor videos on YouTube that fit in the government's "refused classification" category for media, according to The Sydney Morning Herald. Australia's Classification Board and the Classification Review Board, which respectively classify films, videos, and publications and review those classifications, can in effect censor content in Australia by refusing to classify it. This prevents it from being sold or exhibited in the country. read more

(ZDNET) update A group calling themselves anonymous have attacked two prominent government websites in a protest against the Federal Government's planned internet service provider level filtering scheme.
The attacks hit the Australian Parliament House and Department of Broadband, Communications and the Digital Economy websites this morning. At 10:58am the websites appeared sluggish, with some not responding. A statement from the Attorney-General's office said the Australian Parliament House website was unavailable for approximately 50 minutes due to a distributed denial-of-service (DDoS) attack by "individuals belonging to the 'Anonymous' group". "It is now back online," the statement, received at 11:14am, said. But the websites still appeared sluggish.

(SMH) A former Labor powerbroker being paid $450,000 a year as the NBN Co's government relations point man was recommended for the job by Communications Minister Stephen Conroy. Mike Kaiser took up the role with the NBN Co - which will build and operate the $43 billion national broadband network - after quitting as Queensland Premier Anna Bligh's chief of staff last year. The appointment of Mr Kaiser, who will earn more than the prime minister, has raised allegations of political interference on the part of Senator Conroy. read more
